I did qualify it by saying if they don't have to.
If the regs. say they are exempt then that's it, there is no obligation.
Just because the regs say they dont have to do it, it is still abdicating responsibility.
I'd say with some stations being empty in the evenings they dont want people hanging around the stations, even if they are scavenging or returning bottles.
Maybe if the disability organisation had put their proposition to the Minister for Transport they might have got a better hearing.
The Irish Rail case is a bit threadbare.
Be interested to know why Irish Rail claim having a machine can lead to anti social behaviour. Perhaps they just think they will get more scavengers if machines are there and they will cause messes at the empty stations. I see retail vendors supported them in this claim.
I would be of the opinion if they communicated with the Minister, his office would either tell one to contact Irish Rail or his office would contact Irish Rail and the same response would be given and passed on.
Irish Rail should just ring the Council bat phone. Seems to be unlimited funds for clean up.

I'm pretty sure that RVMs at any unmanned location wouldn't work and the proposal was only for bigger stations.

Connolly station security does seem to spend a lot of time just moving people on from the station, I guess they are petty criminals or drug dealers so probably are doing the same to scavengers. I could see why the retailers would not want them hanging around.

It's still hard to see how RVMs would make things worse.
I was on the Connolly- Sligo train today myself and I must say RVMs in stations never even occurred to me.
I would say scavengers operate as close as possible to rvm machines so as not to have the lug the bottles around with them. Stations need as few people as possible in stations who are not passengers.
To be honest alot of scavengers look pretty worse for wear when they are rifling through bins so a needless distraction for security.

I was thinking about passengers returning their cans to the RVM and then they wouldn't be in the bins to be scavenged.

Cleaner beaches and cleaner tidy towns are a good thing all day long.
People messing up cities by dumping containers in the wrong place or littering by bin raiding are problems that needs to be addressed.

Well if you want to critique the journalism of a radio station it helps to listen first.
