Technically the decision was made by the referee. The TMO advised his opinion and the referee just took it as gospel.
Whether TMOs can do that or not is besides the point, the on-field referee should be looking at an incident highlighted by the TMO and make the decision for themselves.
i imagine the ref is asking about the incident and the tmo is checking
Isn't the interpretation that you need to have at least one foot behind the ball and you disengage from the ruck before lifting the ball?
I too was highly surprised it wasn't looked more closely at.
I've seen a clip of this this morning from the side view. A couple of things.
1. He wasn't properly bound to the ruck when he picked the ball up, he only had a hand on a player on the ground.
2. He had one foot behind the ball when he picked it up.
So far, all legal.
However when he picked the ball up the Glasgow player behind him had hands on the ball at the same time, they literally picked it up together. If they had reviewed it in minute detail they may have come to the conclusion that it was a forward pass (he took the ball ahead of a player in possession), but even that is very unclear.
At the end of the day connacht left a hole you could have driven a tanker through, and that was the main reason for the try

Our props are hopeless, not only are they being minced in the scrum but both are liabilities in open play too. That's where our major issues lie, we have very little quality in the front row.
