Birth Cert Concession for Social Welfare Purposes (for Farmers Grant Application)

I have been requested to provide my Birth Cert to the Department of Agriculture in relation to a Farmers Grant Application.

Birth Certs are obtained from the local HSE Civil Registration Service.

On the HSE website, it mentions (in no uncertain terms) that a Birth Cert "is free for social welfare purposes or registering for a public services card. You need a letter from the Department of Social Protection to get a free copy."

So I went to the Department of Social Protection (Local Office) to get this letter for registering for the public services card (the controversial card) since I don't currently have the PSC Card. I need this letter to get a free copy of my Birth Cert from the HSE.

I had the unpleasant experience of the Department of Social Protection front-line staff & their Manager refusing to provide me this letter which I need to provide to the HSE otherwise I would have to pay €20 for a full standard birth certificate.

The Department of Social Protection front-line staff & their Manager keep repeating the same line that they have unlimited access to everyone's Birth Certs under new Powers the previous Government gave them and that they don't give these letters out anymore. I told them the information I relayed to them is clearly stated on the HSE website but they don't seem to care. What a nightmare for any Farmer dealing with these bureaucrats in the Department of Social Protection! Has any other Farmer experienced something like this before and how did you get around this nightmare? Did you bring this to the attention of the Government or the media?

The Dept of Social Protection have confirmed to you that they have visibility of your Birth Cert.
As such you don't need to provide the Department of Social Protection a copy of your Birth Cert for your PSC application.

There is no entitlement for a free Birth Cert for the Dept of Agriculture grant application.
That you are upset the DSP won't issue you a letter to allow claim a free Birth Cert, that they don't need?
Is a little perplexing, why do you think you are entitled to a free Birth Cert, when DSP have made clear it's not needed for the PSC application?

But you are not applying for psc card or social welfare (farm assist), you are seeking a 'farmer's grant application' from the dept of agriculture. What type of grant are you seeking, BISS ?

How much of your own time have you wasted trying to save 20 quid by fraudulently getting a free birth cert here?

They don't issue them for that purpose anymore, because they're not needed for that purpose. There is no further avenue on getting it that way, an out of date website doesn't help you.
