It depends, I've often got an offer for lower minimum order fee. Last order was less than a tenner with free postage
I got a Aliexpress delivery last week in a PostNL envelope - delivered by An Post. Mind you it was 6 weeks coming - spent 5 of them "waiting for customs" in China. The other item ordered at the same time is still there.

2. How does an post get paid for delivering these parcels?

Don't know, assume agreement EU-China. AnPost signed up for the Universal Post agreement, and it costs Western postal entities far far more to deliver the packages then they get paid for.

I just use Aliexpress for nearly all my stuff now that I don't need in a day or 2, €10 with "Choice" stuff and free shipping over €10. I've only used Temu twice since free shipping ended after the initial push they had on at the start of this thread. I'm sure that will go the same way eventually though.
I use both, but Temu is generally cheaper than Ali, sometimes even considerably and their CS is on another end of the scale.
I like TEMU for big orders with the 20 off 60 euro order, 30 euro off 100 euro etc. Ali for smaller orders. Had a go of SHEIN for first time last week. It depends what kind of stuff you're after. I build up a cart over a few days then claim vouchers and checkout. Temu will often offer extra discounts on specific things left in your cart. Panic buying is when I end up with stuff I dont need.
Temu CS is so much better.
I usually buy small amounts from Ali, but made quite a large order in early October. Then Fastway went under. I've been on to Ali CS and they "can't do anything" until the delivery window expires - in 37 days.
I had to contact each seller individually and hope they respond (many didn't) as their CS team is useless.
I had the exact same issue. Last tracking update was from the day before fastway hit the wall. Won't refund til the 23rd of Decemeber. My order wasn't that big so I just reordered it and the replacement has already arrived.
Looks like the EU are imposing a three euro charge on non EU parcels.

The duty will be charged by the parcel, so orders of multiple items will not incur the charge multiple times.
If they split the order as Temu sometimes does you'll pay on the double or treble.
Today it is telling me 28E minimum… the 3E tax I thought was not until mid 2026.

If I ever have an item to return they always tell me to dispose of it and refund me
Same Here, still have the handle, but its of no use as they left some of the required fitting out of the package.
My partner returned a pair of shoes, they made her post it to An Post address for Temu returns.

Different news outlets around EU are quick to highlight the extra €3 and the details are yet to be iron out, as some EU countries have decided to apply a 'national' tax on non-EU parcels , as they felt EU is dragging their feets on this subject.
Indeed , it seems it's €3 per unique item and not for the parcel .
ie : 'the flat tax will apply for each different type of item in a package. If one package contains 10 plushy toys, the duty is applied once. But if the shipment also contains a charging cable, another €3 is added'
If thats the case it will kill Temu - buying something for a euro or two and then having to pay another 3 euro.
I'm still not sure if this is on top of any customs now they are removing the €150 limit
