It’s probably very likely that Risa does have some kind of money-based economy, but it’s not explicitly suggested. There is at least one Federation world that has something that indicates the use of money.

Well done Betazed is one example of a Federation world with money. But how do we know that they use money? The answer to this also applies to one other Federation world that has this.
Nothing in Memory Alpha about that code beyond it being so complex a passcode that it has 8.467×(10*to the power of 80) combinations. A stupidly long number that make’s Data’s passcode practically impossible to break. He makes that even harder in First Contact by making the digits fractions, to stop the Borg.
My guess that beyond the lenght of the code, it was mostly a button mash with little other meaning behind the numbers.
