The actual shade temperature and the temperature that you feel can often be quite different. If you're near the east coast today and you're exposed to the breeze and in the shade (where the temperature is measured), it will indeed feel quite cool. Find a place nearby that's sheltered from the breeze and it'll feel less cool. Then add in sunshine and it'll feel very pleasant but that doesn't mean that the shade temperature is warm. The current temperatures back this up.
What exact station is that for?
If you're literally right on the coast then temps of only 15º or so are probably accurate as winds are coming in off a sea that is still barely 12º.
But if you're even just a kilometre or two in from the coast then temps of 17º or 18º are more likely.
But West will be best for the next 10 days - it always is in set-ups like this.
Even in the height of summer, temps will struggle to get much above 20º or 21º right on the East coast if there's a strong East or North-East wind.
On the east coast, Met Eireann seems to disagree. I don't know if they're factoring in wind chill, but it seems like they've been constantly reporting temps about 10 degrees cooler than how it actually feels.

Ok gotcha but you had said 30mm in last 2 days of April which were completely dry and only 11 days of dry weather. I don't think there was much rain anywhere on the 26th during daylight hours but definitely nothing since then until the bit of drizzle today.
A steady fall of huge raindrops put 0.4mm into the gauge here in Kildare this evening.
