Im applying for mobility and I am wondering what departments people think are best for Work Life balance? And the best for morale.

Revenue or DSP.
Without knowing too much admittedly, I'm somewhat surprised by DSP being mentioned as a nice department. I have only heard from a small number but they hated it.
Is it a nice department over all?
What reason did they give for not liking DSP? I worked there previously and found it an enjoyable environment to work in and also progressive.
I wouldn't put down DSP. There's far too many areas across too many buildings to get an accurate gauge on what it's like, the same with Justice. I'd stick to the Deptsnthat have one, max two locations and do research on those.
The only Govt Dept I can think of that small is D/Taoiseach and the former Dept of Rural Affairs.
Dper aswell. At the end of the day the grass isn't always greener and all that. You can be assigned to a unit in what you think or heard is an enjoyable department to work in and it could be a nightmare.
DETE is fantastic....
Health, department of further and higher , agriculture, transport, dper, tourism, energy would all have only one of location within the city centre.
Also Op, worth considering the non-departmental organisations you are allowed transfer into as well.

Both Health and DPER have at least two locations in the city centre.
It's really going to depend on your section/unit....over the last 25 years I've been in several Departments and moved between Divisions in most and I've found the reputation of the department really makes no difference to your actually work or life, it comes down firstly to the people you're working with and secondly to the actual work.
Ideally, you'd get a good section in a difficult Department....I've been fortunate to have that happen a couple of times and it was fantastic for promotions, including from EO to HEO, so if you're thinking about going for HEO anytime soon, do think about what experience you'll get.
your line manager and their line manager are a lot more influential than yr department in this side of things
after that, the unit/job matters more than the dept in term of balance and a decent working setup
DPER has three locations; Gov buildings, Miesean Plaza and Spencer Dock
It's the OGP and OGCIO in spencer dock. I don't think DPER are there however I stand to be corrected.
OGP and OGCIO ARE DPER.
Are they not different votes with there own Accounting Officer?

CSO or Revenue are ideal. Did a stint as an EO in CSO and I enjoyed it, was lucky with the section I was in. Revenue in Limerick is huge and houses the Collector General's area which could be varied and interesting also.
I'm trying to decide which departments to put down for mobility with a view to internal promotion from EO to HEO. I would be really grateful if you could give me some advice
DSP is a great place to work
I wouldn't have thought DSP had the reputation as a nice place to work.
I haven't heard great things...especially front line staff...it can be very tough.
DETE definitely a good option!
