I mean, he was the head coach while all this happened and in an incredibly powerful position. He didn't care about the regions at all as long as he could pick who he wanted for the national team. Maybe it is a harsh judgement, but he was the most public face of the WRU while everything went to complete pot and he didn't seem to care at all.
