The Burke's are very strange folks but it's time to let him out, even he stands outside the school, provided he doesn't go into the school, the world can survive it
He can be let out as soon as he wants, he just has to purge his contempt. But I am sure you already knew that :)
He does keep going into the school though. He wanders in as he pleases. He should stay in prison and until he’s prepared to stop going near the school, until then he should just stay where he is, which ultimately is all he wants anyway. He only goes to the school to get himself put back in.
Well in fairness with a head like that I can see how he'd be entitled to the allowance.

Also if he can travel hundreds of km a day to stand outside a school for 6/8 hours in all weathers, I'm confident he is fit for work (and indeed, he claims to be there to work) so would not qualify for a Disability Allowance!
