I remember my mother getting central heating installed in the house in 1987. Before that, we had open fires in the living room and kitchen only, and the kitchen fire heated the water. That was in a SDCC council house, newly built in 1984.
So central heating was around, but not standard? That first winter with central heating, we didn't know ourselves!

I'd guess a lot of the cost is for the brontosaurus spine holding the stairs up, dinosaur bones aren't cheap.
My folks house - semi d in d15, was built in around 1975, with central heating.
My oul pairs house had none. Council house built early 70's in Dublin but we got it installed in the 90's when they were installing gas in the area.

Goodness, they made a hash of that. Its obvious to anyone that there is some codology with the photographs, which would put you off immediately. A bit of honesty would have got them a lot further.
This property remains in a presentable condition with the interiors in reasonable condition, however it is in need of refurbishment.
tl;dr: It's likely a wreck, and the entire former garden is currently a building site for the aforementioned apartments and housing estate (which is actually where they stole that first CGI rendering of the house from, ironically…).

So you can shell out close to €2 mill and head out of a Saturday morning to clean the building site / roads. Bargain.
The Residents Association sound like busybody PITA types.
