Having spent a lot of my time in football grounds in the UK in the 70s and 80s, the typical English football hooligan knew exactly what they were doing. They'd plan it all out, have their "tools" ready and go and create havoc. But they also knew that if the other hooligans got the better of them, it was fair game. Football hooligans absolutely knew the risks - they were sometimes the victor, sometimes the victim.
I could absolutely believe that there were English fans in Dublin in '95 who agreed that they "gave as good as they got" and probably a good few who appreciated the backlash - that was part of the "thrill" of football hooliganism.
I recall a report in the France World cup years ago that German hooligans "communicated" with another group of hooligans (could have been the French or Dutch, I don't recall) to arrange mutually acceptable dates, times and battlegrounds. They all turned up, kicked seven colours out of each other then went on their merry ways. And not one of them went to a single football game.
The behaviour of some Maccabi supporters seems to have been to rile the Dutch, which clearly worked, then Dutch fans reacted to foreign supporters and retaliated. T'was ever and always in football.
I wouldn't be surprised if some of the Maccabi supporters were IDF and fighting in Gaza at some point in the last year.
