That's exactly my point. Unless there is strong evidence that the only Maccabi fans who were attacked were the ones who had themselves been involved in trouble, that's what's happening. And there is no such evidence - quite the opposite.
So anyone who is explaining away the attacks on random Maccabi fans based on unrelated incidents is doing just what I described, blaming all the members of the group for the actions of a few of them.
