Both acted terribly. There's still a lot of details that have to come out but I'm sure at the end of it we'll find that some israelis started some of the confrontations. And some dutch people started some of them. And I personally have no difficulty condemning anyone who started a fight or attacked another person.
As for the behavior of the israeli fans, that's absolutely disgusting. I haven't seen any confirmation of them booing the minutes silence, but having seen the rest of their behavior, I can believe it's likely that they did that.

There are videos doing the rounds of men asking people where they are from, and to even producing passports to verify it.

The issue here is that a group of hooligans did what hooligans do and a small number of them got minor slaps. Said hooligans were shocked, simply because someone stood up to them. They didn't have the safety of being back home when they can attack and humiliate with impunity.
