This is a Vanilla issue, they appear to be unable/unwilling to fix. You need to be setup in a new user group as a workaround.

Hi there @kyleked,

You should have access to the regional forums now. This fix comes by adding an additional role to your account. Nothing else is altered except for allowing access to the regional forums. This issue will hopefully be short lived. The Vanilla development team are working on a permanent reconfiguration and fix for issues like this.
