Is there any good website that shows the cloud base / height / visibility for locations in Ireland?
You can just use an app like Aeroweather on iPhone to view the METAR reports from the airports. You can set the options to decode the METAR reports into plain English

Useful if you live beside the airports for which METARs are given . Limited use outside those areas I would have though

Yeah, not sure how to get the info for elsewhere since cloud base and height are measured by equipment which are usually installed at airports. For cloud tops you can refer to some IR sat images that measure the temperature of them which can then determine the height with. But other than that I don't know of any other ways
