He's revving his engine like mad, nearly crashed into car next to him when he ordered by trying to overtake him (2 ordering points merge back into 1 queue) and general dickish vibes. Registering a car in Ireland doesn't make it Irish like it works with people and citizenship. They're German designed and engineered, by German companies. Hence the German plates. Do you get it now?

Well the German aesthetic does make sense on German cars, like Audi's, Volkswagen's, BMW's, Mercedes, etc. So yeah I could actually see an Italian or a Frenchman doing something similar, because it has sweet f*ck all to with their nationality.
No, in the case of France, there can't be any opening on closed characters by law so the German font is out.

Most German style plates here are fully legal and pass the NCT. Very few of them will have D instead of IRL. Its the distinct German font on the numbers that people like

Well as long as it has county in Irish, EU flag, hyphens, correct sizing, white background etc. Maybe the exact legislation will disagree with me but its fairly common for a German plate to pass an NCT as long as it meets all of the above. Same with the 4D plates as well as far as I know.

No if you're application is unsuccessful, which it would be if you're trying to reserve a number that someone else has beet you to, you get refunded. It's if you're successful and forget to claim the plate after a "reasonable" amount of time then application is cancelled and you're not eligible for refund. Or at least that's how I read it
The font is not illegal, but fake German city and region codes are. There's always people that go full-knobend Fritz plates.
