Those repair shop muppets were awful to begin with but they've improved a lot recently, so they'lll only mess up around 10% of sell missions now.
The two goons in the bail office cost $1.5m to buy and their passive income is around $6k per completed bounty (you must manually launch these from your bail office), so it will take a LOT of time to make that $1.5m back using them, if you are stuck for cash I wouldn't bother with them.
