The statement itself is factually correct - they did say that - but the subtext suggests that Ukraine won't stop them. It is also tantamount to cheering on Russia because there is not a word of condemnation of Russia.

So if that is the case and he shafts Ukraine and helps Putin and Russia (in the name of "peace", or avoiding nukes flying of course!) by compromising his own company's system it is the US DoD and military that he is sticking it to and betraying rather than just Ukraine.
A lot more risky for him if he does it and he gets caught, even for someone as rich and powerful as he is.

Surely you're not suggesting its a 'statement' of fact? It's an opinion. An opinion made by an amoral, pampered billionaire with no more insight into the geopolitical nuances of the region than any clown on the internet. Its an opinion of a man interested purely in power and money, who cosies up to whatever political power will further his ambitions. Its about as 'correct' as the time he used his global platform to label a stranger on the internet a paedophile.
The issue isn't even whether his opinion is well founded or not, its the abuse of power by someone who has openly displayed scant regard for the basic human rights of ordinary people. Someone who thinks its perfectly fine to fire employees on the spot for not going along with his deranged views.
