i'm certainly not going to fault the woman for her opinion, but i'd also be very displeased if her opinion swayed the decision of a court. it's just going to be a lottery, how the spouse of the deceased will react.
i can understand why victim impact statements are important but also uneasy with the effect they may have on the justice system. one function of the justice system should be to remove the victim from the doling out of punishment.

OSi has Millicent road as above, where an 8.15am sun in August wouldn't really be in play unless a driver was turning into it from An Crochan.
Yellow and red are sunrise and sunset for that day. At 8.15 sun was about 14 degrees above horizon so not exactly low.
Drivers lawyers use the sun excuse all the time. It's about a 2 mins check with Google
Another poster here was a witness in a case and the driver got leniency for saying the sun was in their eyes. Considering they were headed northbound, with large buildings to the east when it happened, it is almost as if the judiciary just want you to say anything to get off the hook.
Worse is, it is becoming the norm. I would struggle to cope if I took someones life, whether my fault or theirs, I am not sure I would drive again. My father in law struggled when a motorcyclist and passenger killed themselves (unintentionally) by speeding into the back of him as he waited to turn right, he never fully recovered from it. Same with a guy near my homeplace, a speeding bike (180+) hit him and the motorcyclist died. Despite not being his fault, he xtruggled quite publicly to live with what happened. Rountinely though you see people begging for their license back with "mitigating" circumstances to beat the band.
The vehicle doesn't have to transmit anything to anyone, it just recognises where it is (which most new cars, if not all, do anyway) and alters the vehicle's driving capability accordingly.

No it's not a cop out - they are not solely responsible for the mess we're in but from reading the court reports in the local newspaper, there appears to be so many ways people can avoid prosecution they are certainly part of the problem. "Just get the laws right" - yes, that would be great but joe bloggs on the street doesn't make up the laws and the laws are so complex it appears to be relatively difficult to get a prosecution unless every i is dotted and t crossed perfectly. If you're wishing for a future where everyone behaves in a perfect manner then you'll be waiting a long long time. Gardaí like everyone else are human and make mistakes but simple administrative errors should be seen as just that and not some great 'ah-haa' moment that negates the illegal actions of drivers. A typical day in Kilmallock District Court - 1 conviction out of 17 cases. Imagine the number of garda hours wasted that day for a single €175 fine for somebody that never showed up in court?
There was a case in Kerry some years back where a driver walked free from Court on a suspended sentence after killing a cyclist, while supposedly blinded by the sun.

Eugh. The Journal started out badly but these days it's a lot better than the likes of the Times or the Indo for doing actual journalism/factchecking and staying away from rage-bait imo. Would be an awful shame if it ended up falling under the Indo's editorial policies.

Then you would have the same issue as Reddit where certain forums become cess pools of internal only posters. Even the Journal don't have comments on some articles because they know what those regualr contributors are like. Very much Donald Trump style fans whereby the truth or reasonsed discussion are not enough for a civil discussion.

As someone else alot more famous said, imagine how intelligent the average person is. Then remember that 50% of people are stupider. How did they think Google caclulated this, by paying Aldi for live till transactions, or how do they know the 145 is busier than usual on the way back to Bray. Did they think that DB were providing live data to google (although to be fair on the last one TFI might have made a deal in exchange for other mapping services).
Same with Google Traffic. When I point it out, they are aghast that Google is monitoring their movements, and opine that their plastic phone attached to them 24/7 is harmless. They think I'm making stuff up. And don't get me started on supermarket loyalty cards.
