Putin's reign depends on this story to maintain his power, so he continually manufactures threats that only he can protect them from. The fact is, Putin is the single biggest threat to the Russian Federation, he and his silovicki- oligarch mafia have and continue to do untold damage to the Motherland. Who was going to attack a nuclear armed and what was perceived the 2nd best military in the world, Russia? The answer is no one.
As for NATO encroachment, had Putin posed little or no threat to the neighbouring countries, especially the EX USSR states, there would not have been any need for NATO, but these neighbouring country's knew only too well what they were dealing with from previous experience, and so they looked to NATO for protection, and rightly so. NATO is the fig leaf that Putin used to cover his monstrous invasion of Ukraine, and interference in world affairs. Something that simply would not have happened had Ukraine been in NATO.

The most likely scenario is usually the most obvious and that's simply ISIS carrying out the attack without the Russian's having a clue. The whole heading for Ukraine to a safehouse/handler thing is just Russian misinformation BS. They most likely caught them in and around Moscow and drove them out there on the road towards Ukraine for disinformation propaganda purposes. Even when ISIS was at its height it managed only a handful of (awful) attacks in Europe. It's far weaker now and not going to bring Russia to its knees or have any serious effect on the Ukraine war

Mobilising all your tradesmen and maintenance technicians has a price, as they are now finding out.. and this is on top of "normal" Russian standards.
The attacks on the oil refinaries is the most important factor for Ukraine now. This puts pressure on Putin to defend these plants and undercuts the finance of the war.
Undoubtedly, but in the meantime it's the smart play if they can't wage symmetrical war. And there's no evidence Russia has developed a way to counter these strategies.
