You would have to wonder why Putin needs to justify any sort of escalation using something like this at this stage. He started the war and now with his near 100% mandate he can do what he likes.
Only reason I see for this is for in Russia consumption .. to get population on side and feel mother russia is being attacked, victimized by these filthy Ukrainians so "YES I want to go to war and kill me some nazi Ukrainians in revenge for this ..."
Anyway .. Its going to be huge pain for Ukraine now, who are going to get the brunt of this retaliation
No way Ukraine behind this, sounds much more like Chechen or Islamist tactics. What Russia will use the atrocity for is another matter.

Nope, he doesn't. He knew very well what was going to happen, most likely, he engineered it to boost whatever evil plans he has. Remember the Moscow apartment bombings that killed 300 people? He (and Yeltsin) was responsible for the bombings and used them to get Putin elected. This whole incident smells of something similar.

Islamic State claim responsibility for loads of atrocities that they have nothing to do with. A pathetic organisation that will do anything these days for some publicity. It's possible, but I would not take a telegram claim as any indication of truth.

ISIS claiming responsibility.
ISIS_K is the ISIS Khorasan branch, which is concentrated in Afghanistan and Pakistan. They are making problems for the Taliban presently. No harm! But Moscow would be a bit far away for them, but maybe not for some of their likeminded friends.
Perhaps ISIS will also take an interest in the Russian missile systems and bring them and their reptilian bots to a close.
