It's showing the EU or NATO without the US money and firepower are in a bit of trouble going forward,it's nothing new only a handful of countries spend the requisite 2% of GDP on defence, we already knew 12 months ago that NATO stores were running low and the EU then decided to pledge 1 million rounds of artillery ammunition despite not having the stock or the resources to do it ,we can blame the US to a degree but it's the EU who neutered defence spending and was more interested in governance and mass migration,

Say a country donates 100m in artillery to Ukraine. That equipment is invariably old and still serviceable but its worth nowhere near 100m; it's what the donor country would have to spend to replace it with new stock.
