Of course they're "safe". They are entering the country as refugees same as many other refugees go to Russia or elsewhere. They're not being shipped to a gulag. Certainly there would be extra safety measures in case some hostile Ukrainians tried to come in as in a trojan horse, otherwise there is no racism or lack of safety for Ukrainian civilians going to Russia.
