So if you saw someone wanted for child abduction in nightclub with adults only,you wouldn't bother your arse reporting it?

When ANPR was first introduced which could be 20 years ago,I believe they had to turn them off as many reg plates were flagging up for no insurance .
When the individuals were stopped it turned out they did have insurance.
