Main findings
While it's good to get clarification it's hardly a quantum leap forward that we have legal clarity that Local Authorities can use local authority roads as they see fit.
For real change we need more power and a much quicker process around getting cycling infrastructure built on private land

Anyone cycling in the dark hours without lights deserves fines
100% on board with this and with strong enforcement of it.
Just as an FYI, I wasn't posting the link in any kind of opposition to the campaign - I fully agree with it.
On a separate note (and not really cycling related), this is an interesting article about Ciaran Cannon's search for who, if anyone, controls our road safety data...
There is a fine for no lights, so this is a threat the gardai might do actual enforcement, I for one would love to see it. They will be sad at a how few actually do it.

Compensating businesses for vital infrastructure works, which they all seem to forget is a massive part of the project in replacing the water lines, is a horrible slippery slope for DCC to go down.

Will they be fining the multiple vehicles driving past with one or two broken brake lights? And the idiots driving past with no back lights because they don't know how to use their DRLs?

I've twice now had to tell Gardai driving a marked car (different drivers in different cars) in my local shopping centre car park that they were driving with no rear lights (in the dark) and on both occasions I was met with a comment that they did have rear lights on (🙄) to which I suggested they actually take a look for themselves.
The sudden change of look from confusion to embarrassment is lovely to watch!
Yeah, I had that in the past with one marked squad car and what I'm sure was one unmarked car (black Hyundai with four bulky lads dressed in that certain style squeezed in). You'd think they'd have a proper control procedure for making sure each driver actually knew how to operate the vehicle.
None of you will be surprised to know that there are many drivers who do not know what DRLs are or that they have them and they honestly believe they just have always on dims. I pointed it out in the past and sometimes you get a thanks and other times you get a "would you f off, my lights are on". Then trying to explain it to someone who wanted a fight for some friendly advice. More recently, the number of car and van drivers without even DRLs as I head to the train in the morning in the dark. I try to do my own version of flashing lights at them which normally doesn't register, although last week two young lads pulled over to see what the issue was. I told them there lights weren't on and the driver looked embarrassed, but did say thanks for letting him know.

If it meant an end to the endless promoting of builders vests as a panacea to the risk of cycling in the dark/ dusk, I'd be all in favour of it.
I'd be in favour of it anyway, tbh. Lights these days are so much smaller, cheaper, easier to maintain and efficient in light output that there's really no excuse for not having one.
As an aside, I'd love if they properly regulated the sale of bike lights in the EU/ Ireland... the variety of options available makes it very confusing as to what is appropriate for what situations. I'd also be in favour of doing away with the flashing mode for front lights.

The amount of "sympathy with the poor truck driver" comments I've seen out there for this tragedy is disturbing. Apparently that bridge is a bit of a mare usually I'm not familiar with it.
