While its true that Shia and Sunni Muslims have been at each other's throats since the death of Mohammad, and you have a full blown Shia /Sunni war currently in Yemen, the Palestinian's and Saudi's are predominantly Sunni. Iran of course as a Majority Shia country, supports the Yemeni Shias, and Saudi supports the Yemeni Sunni's. But regardless of being either Sunni or Shia, their fellow Muslims do not seem to want to help them by allowing them entry into their respective Country's.

The nearest I can figure is they missed the decimal point and took that one out of the current fleet of 58. That rounds down to 1.7% but it still doesn't sit right with me when it comes to accurate reporting.
