That is all funding so not just military and it also includes committed funding, the skeptic might say that's not going to happen, maybe some of it won't but it is promised. Its war, UKR is going to struggle, especially against a foe that sees its people as canon fodder. I think the first is related to the second here: because in America 2023, the American Conservative right has basically sided with Russia's own brand of illiberal politics, finding common ground where once lay acrimony. The GOP want to halt America's support of Ukraine 'cos Russia is a friend now in the fight against Big Woke, and sure nothing the Right like more than a Big Strong Guy in charge.
And these people exist at the bottom of the economic ladder too: this was around the time Trump let Russian officials into the Oval Office without vetting or security clearance, and Trump was holding his "love me" rallies even after winning the election.

I can see where they're coming from. Over here, the coast guard is either part of the emergency services, such as here in Ireland, or a law enforcement agency, such as in Germany (technically, the Küstenwache is a joint organisation of the federal police, federal waterways administration, and other bodies, but that's beside the point). For some reason however, in the US, the Coast Guard is part of the Armed Forces and as such, is designed to integrate seamlessly into the Command & Control Structure of the US Navy. That's also the reason why some of the larger US coast guard cutters are built to carry Harpoon or ESSM missile launchers.

While there is an isolationist wing, wouldn't say it's necessarily the dominant one. Certainly a noisy one however. Support for Ukraine has been a steady enough cause by American standards.
