Great job avoiding, looked like a certain crash. No excusing the car who swung out across into you but I did wonder had you no lights on when a car at the end of the video flashes his lights at you.
Happens all the time on that stretch. They must've come from the Applegreen garage direction and couldn't go straight through towards Red Cow due to the teardrop (which used to be a roundabout years ago). I see people do this maneuver regularly.
Well done for avoiding it, you were lucky there were no vehicles coming from the opposite direction at the time.
The reason you avoided that - was because you moved right early, in case they did something crazy. Good awareness, and another reminder for everyone to do the same on the motorway too.

I’ll be devils advocate here. What would the gardai possibly do with that footage even if they had the reg. Can’t see the driver so no proof of who was driving. Doesn’t matter if only one registered owner. No actual accident occurred. Is the u-turn illegal which might be only offence? Careless driving maybe but again, against what incident with consequences. This is not the US, it might be illegal but there is not one judge that would do someone for that.

Even worse than...? There was noone behind me when I moved over for the Garda. Sticking to the left lane is unnecessarily dangerous when I could easily move right and give the Garda space.
There is reason to move right. It's good practice to move over for anyone stopped on the hard shoulder, if you can, and is actually required by law in some countries. https://en.wikipedia.org/wiki/Move_over_law

On the second video, I probably should have accelerated, yes, but undertaking me 9 seconds (I checked the audio) after I began indicating, so he had loads of time to just lift off. Undertaking right next to a stopped car is flat out woeful driving on his part IMO.
That's fine moving out but maintain the speed. Be prepared for the van changing his mind. Don't jam on. For the Merc, I probably would have undertaken you also if I was already in the inside lane but since he started in the overtaking lane and then moved inside to undertake, that's dangerous. I have seen drivers do what you do and panic when something faster approaches and dive back in causing a near accident.
In all of this, the cameras are a curse for distance perspective. They don't see what your eye can see making the unsafe appear less of a problem when viewed.
Second video is even worse - no one is moving over (no reason to) then moves in to the lane of another car coming up from behind them for no reason

It's the (linked) second one where you are undertaken, hence the confusion.

I then wanted to make it clear to the van that I wasn't gaining on him, and he had plenty of space to move over too.
My car's is a hybrid so the regen braking makes it slow down more than just lifting off, as far as I remember I didn't actually brake, but there was noone behind me.

Below happened today. I moved the the right lane as there was a car parked on the hard shoulder. Merc behind was a good bit back, an could have just lift off for a second, but completely ignored the patently obvious reason I moved, and undertook me anyway. I was going a little slow perhaps, but I didn't want to accelerate too hard and then have to brake again before moving left.

You should see the the ardan junction outside tullamore on the n52. How nobody is killed is beyond me. The stop sign totally ignored. Just pull out in front of oncoming traffic and crawl.

Been a few years since I uploaded anything here, but this actually shook me. Car barrels through a stop sign without a notion they were doing so. I travel this road often and abnormally wasn't in a hurry for once. It gave me a cold sweat thinking what a difference a few seconds would have made, as there would be practically zero reaction time.
