The North Korean army is absolutely ancient, they are not a modern fighting force. It's a huge army but comically underequipped and would get decimated in a conventional war. What they can do is supply tons of ancient Soviet stocks to Russia of ammunition which is useful to them.
They don't have stocks of anything high-tech, so I'm sure there is plenty that Russia can give them that would be very desirable/useful.

More to the point, on the tweet about NK sending troops to Ukraine: North Korea will have seen plainly what happens when a supposedly terrifying army walks into a conflict it wasn't prepared for. They might be incompetent but they're no idiots: committing the demonstrably ancient North Korean forces to an active battlefield, resulting in inevitable defeat, would embarrass and humiliate the nation.
Not to mention the small matter of losing a huge chunk of the reason the Kims remain in power. No more than Belarus, the army's needed to keep the citizens supressed.
