Nah, the NTA is largely a faceless organisation. Most of, if not all your dealings with them are online or over the phone. I’ve never been in their offices in near 20 years of having a PSV Licence.
NTA also just process the admin side, the Garda still have to to do the vetting once you pass the test.
It was brought in as a direct consequence of an incident a few years back where women were locked in the back of a taxi.
Yep , no politician or civil servant wants to be seen to ignore women’s safety , even that means doing serious harm to the goal of increasing public transport services , like I said earlier, the only way to completely eradicate all and any threat to female paying passengers is to ban SPSV altogether

It's the vast minority of drivers but I can understand any woman being cautious about getting into a taxi alone at night

I suppose when it comes to women, a limo is more likely to be used by a group of them for a hen or the like. Not a lone person getting home from work at night.

Well it's kind of hard to get statistics on a non occurrence, but in general increased likelihood of getting caught in the act is an effective deterrent
We could try surveying taxi drivers to ask if they'd be more likely to imprison a passenger if the windows were tinted, however I suspect the number of yes responses may be extremely low 😉
Regardless of what we think, the NTA clearly thinks it's a significant enough issue to warrant a response

Would tinted or non tinted windows have made a difference? I can't really answer that for sure, certainly in the most recent case they might not have given it happened last year and that regulation has been around for a while
But as I said, the NTA seems to think it'll discouage it
Why are limo's exempt? I guess people tend to get them in groups, plus you have to book a limo so there's a very easy paper trail to follow

Thinking outside the box and slightly OT but what about a requirement for every taxi to be fitted with a (tamper proof) panic button in the rear passenger compartment? Upon pressing the button, it sends out a ping to emergency services with gps based location data.
It would be linked to the taxi meter and light so if the button was disabled/tampered with, it would not allow the meter to function or even the taxi sign light to illuminate.
Two from N.I. I fail to see how tinted windows would have changed anything. Taking a driver's PSV before being convicted of anything is surely unlawful no? I wonder how it panned out?
Emasculation as a requirement for a license, safer for boys and girls, plus I can always laugh at taxi drivers in Rome or turkey, when they are taking me for a ride, not the sore behind type but the pocket rape variety.

or the panic button somehow records the presence of a smart device being inside the car, so any runaways can be tracked...

I've been of the opinion that private cars shouldn't be used as taxis without adaption
Screens between driver and passengers, CCTV linked to the meter so it can't be bypassed and card payment machines should all be required
Interior locks on the rear doors should be disabled to prevent passengers from being trapped. As I said, prepayment or providing a card should become the standard so running off without paying is impossible
I suspect my views wouldn't gain popularity among taxi drivers or the NTA, but it seems to work in other countries and it would probably make life easier for them as well in the long run
