The problem is the security services have the military well monitored for signs of dissent. The Surovikin situation was a message to others who might be tempted to rebel. Still as you say if things becomes so desperate for the Russian military some might decide they have had enough and decide its worth the risk. Shoigu won't want to be the fall guy either. I think Putin is only keeping him on for that reason, everyone is to blame but the man who started it all.
In Russia,lawbreakers can be sent to either a prison (not recommended) or to a work camp, which is usually far from the city, but its an easier life. For an idea of prison life in Russia, where serious cases end up, google "The Black Dolphin". Even the maximum security prisons in the US, don't compare.

The odds of any person dying in a plane crash in a given year would be at least one million to one. The fact that Prigozhin is dead literally a few weeks after the armed rebellion means everyone in Russia will know he was taken out.
