Saw a video of a man in China get out of an SUV, and look behind at a woman lying on the road directly behind the SUV, with a red crashed scooter off to the side, so he gets in the SUV and reverses over her. She's still moving, so he angles the SUV towards her and drives over her again and gets out and goes over to her and starts prodding or slapping her and she responds and is still alive, so he takes out his phone and takes some photos, gets back in and backs over her again then rams into her again a few times. All with no one intervening and the people filming it all from above not shouting at him or anything.
The explanation given, which I do not know the validity of, was that in China, killing someone in a TA gets you a fine, whereas injuring them sees you liable for their related medical costs for life. So the man murdered the woman he knocked off the scooter to avoid her medical bills.

Shared a house in London back in the 90's with a Boer woman who was a former Zimbabwean soldier and then hightailed it to South Africa where she joined the police.
It was pre (but close) to the release of Nelson Mandela from prison so she'd once again hightailed it and ended up in London this time and we worked in the same company hence the house share with some other colleagues. After a few drinks she'd start story telling and I distinctly remember being absolutely shocked (that's my WTF link!!) when she said if, as a police woman, you're going to shoot someone (I won't repeat the term she actually used) you have to make sure you kill them as the paperwork involved should they survive was horrendous so it was common practice to walk up to the injured and finish them off.
For a small wiry person she was probably the hardest and most unpleasant person I've ever met. Couldn't wait to get out of there.
