Basically what will happen is once the systems inevitably come back online again, all those transactions will be posted.
Those systems have multiple backups and the transactions are being logged, they’re just not posting.
Accounts will be in unauthorised overdraft, which incurs big fees and interest.
If you don’t clear that very fast the bank will eventually move to close your account and the debts will be sold to a collections agency.
It’s also potentially fraud if you’re aware that you are withdrawing money you have no right to use.
Bank of Ireland seem to have really problematic IT systems though.

Your knowledge of what bankers can or can't do is negligible in the extreme. Have you ever worked in banking?
Stopping time delay transfers, putting accounts into negative, that they can do.
Taking social welfare payments, recovering physical cash already taken from ATMs, forcing external banks not in jurisdiction here to reverse payments, forcing competitor banks to not accept future custom, that they can't do.
Banks aren't some all encompassing overlord who can decide at a whim to try amd recover whatever they want. Look at the repossession rate here compared to the rest of Europe. They're working to insanely strict regulations and by the time any of that gets even reviewed the decision will be made that a lot of this mess is too costly to actively review
