Looks like it is checking the calibration of the Dublin VOR station to the best of my knowledge, VOR's aren't really used that much these days as a primary navigational aid GPS has largely taken over that role for the vast majority of pilots still VOR is good to have as a backup. The aircraft might also be checking the calibration of the ILS landing systems as well.
Looks to be centred over KLY NDB, with circular then N/S, E/W approaches which is consistent with NDB checks
Considerable holding at DUB now. Looks like all arrivals being stacked and one go-around but departures are ok. Maybe an inspection or the dreaded drone.

Fog at cork airport this morning, FR3732 from Edinburgh and EI841 from Amsterdam holding with a while, about to be joined by AF1094 from Paris.
About to be joined in the hold by EI711 from Heathrow. Seems no improvement in weather, Ryanair has been holding over an hour now.
FR901 Stansted to Cork diverted to Shannon earlier also.
AF1094 from Paris now also diverting to Shannon. Notably the Ryanair from Edinburgh has been holding for over an hour and 15 minutes. Edit: FR3732 now also off to Shannon.
EI841 from Amsterdam just touched down, all others gone to Shannon.
I still think that when they upgraded the runway at Cork a few years ago they should have invested in Cat 3 to solve the fog issue.
That said I have no idea if the runway is suitable for it, it does have some hills on it after all.
I was browsing FR24 on Monday evening and one of the top tracked flights was Munich to Charlotte being divered to NY. It did some strange routing close to Charlotte before being diverted.
The previous day it was diverted straight to Washington DC. Two diversions in two days must have been frustrating for all.
I believe that the terrain on the approach to 16 precludes Cat III procedures as these require Radar Altimeter input of a certain accuracy, most critically to let the autopilot determine when to flare. Cat II is available despite also, I beleive, requiring a Radar Altimeter, but the human is taking over before the flare in that scenario.
Cat III is also more expensive to install and maintain and I suspect it would not make economic sense for an airport with Cork's traffic volumes to install it, desite its susceptibility to low vis conditions, even if it was technically viable. There is also a question of what percentage of flights would actually be able to avail of Cat III when required.

Anyone know what happened to EI777 today from Lanzarote to Dublin was operated by EI-DVH, Looks like it was diverted to Faro, but then EI777 continued as EI-DEO with EI-DVH operating the Faro - Dublin flight, presumably with the rugby team
It looks to me that:
EI-DVH operated EI776/7 but tech-stopped at Faro on the way home (not at all unheard of) - currently en route as EIN7GH.
EI-DEO operated EI494/5 DUB-FAO-DUB - currently en route as EIN49D.
I could well have misread it, but pretty confident FR24 had EI495 as DVH but has swapped now.
Though I did check it twice cause made no sense why they'd swap planes.
