Treat it like a broadcasting/media university of ireland, constantly training the new recruits to take over from the big fish,if they can find somewhere else to go. Promote from within and give staff a career progression path.
If you don't like the limits above, they can be adjusted by someone, but there must always be a defined salary ladder and cap for all positions.

You can’t get an experienced solicitor, accountant, senior software developer or cybersecurity expert for 100k - never mind a senior manager with experience of managing hundreds of millions of budget, hundreds of employees, and a board to answer to.

Any presenting roles even capped would have plenty takers, as the private/corporate work could bring a good bit of additional income.
