From what I got he was entitled to the payment from Today and Yesterday, but the main issue was how they hid it from the public and other staff members of RTE (Even many higher ups) through the barter account.
As far as I could see there was only three people there at the committee's who were initially aware of the 'barter account'
1) Adrian Lynch - interim DG
2) Geraldine O'Leary CCO
3) Richard Collins CFO

Richard Collins seems the main culprit hiding behind the former DG's (Forbes) direction.

In reality the "barter account" was been used not just to hide payments to Tubs but as a party account to hide from everyone. So anyone in RTE wanted to go on a jolly, or the board fly to Japan to watch some rugby. Just funnel the money via this account and nobody say anything about it.
I'm always curious when electronic devices are seized. How do they decide what devices to seize? Do they seize the devices of everyone in the financial department or only selective people? How do those people do their job if their laptops have been seized? Just curious.

Who in RTE were the beneficiaries of the CL tickets? Was Benefit in Kind Tax paid on them?
Who in RTE were the beneficiaries of teh World Cup Rugby Tickets? Was benefit in kind BIK tax paid on them?
Who in RTE is in receipt of a car allowance? Is BIK paid on it?
Who in RTE is in receipt of free merchandise from advertisers - ie Cars, Washing machines, cornflakes, Mobile phones, etc etc - and is BIK paid on it.
RTE should be auditing ALL staff to see who is getting what freebies to ensure there is no conflict of interest AND that BIK is being paid if it applies.
At one stage he did have use of a Lexus LS400 from Ben Dunne...
I am guessing that is exactly why he was hired. Gormless, clueless, you can get him to sign off on anything, he wouldn't know what questions to even ask. There will always be jobs for CFOs like him.
