There is nothing illegal about agents/unions doing the best deal possible for the people they represent. The same for employees. There has being no evidence that any part of the deal has been illegal. Tubridy like any employee is perfectly entitled to try and get the best deal he can.
I'd be careful with how knowledgeable posters here are about finance,tax, employment law etc. That fact that some people think it's unusual not to charge VAT to a UK company for services should tell you that. That's fairly basic tax knowledge. The situation is bad enough without going down the road of conspiracy theories.
The fact that deal was agreed at all and that if we are believe everything so far only one person in RTE knew anything about it. That's a massive problem. The fact that hundreds of thousands were paid out and no one understood why they were being paid is crazy putting things mildly. The fact that RTEs finance team did not have full sight of expenditure and were happy with that/ did not kick up a fuss is again crazy. Apparently RTE has an internal audit function based on reports. How they didn't pick it up is crazy, external auditors were able to. You can add on top of all this craziness is this has being going on for years.
There is a huge difference between doing nothing legally wrong and making bad business decisions. It's important to remember the standard of proof for criminal prosecutions is "beyond reasonable doubt" even civil trials is "balance of probabilies". The fact RTE are in front of PAC at all means there probably isn't enough evidence for a prosecution civil or criminal.

Anne O'Leary - still as annoyed as she was yesterday seemed embarrassed - answered questions as best she could - criticised the previous audit and risk set up - and spent a while in her brief improving it
Adrian Lynch interim DG - said he will not resign in future when asked by Veronica Murphy
Robert Shortt Staff Rep - looked on the verge of tears - said general RTE staff would be lucky to get an RTE Guide - and as the joke went 'It wouldn't even be a Christmas edition - shocked by existence of the barter account

In general the term 'Barter Account' stopped been used and those on PAC said 'slush fund' one RTE member admitted it was a slush fund. Moya Doherty I believe . However this barter account was 'industry standard' according to those in the know apparently.
My take on it there seemed to be a circle within a circle in RTE - there were only a few who were aware of the 'barter account' - spending included Rugby, Golf, and Champions League.

In times when they were cutting back on programmes, workers and pay , she should have asked .
They farmed out children's programming and lost the national symphony orchestra in her tenure as chair and Dee Forbes was continually looking for more money because times were so tough apparently, for RTE .
She was the chair of the board from 2014 to 2022 while all this was going on . I think she has to take some responsibility here , as well as the current chair .
