I think she said for the PA to call NK. In my experience, most departments have a Finance Manager - basically the CFO's agent looking after the department/division's budget, dotted line to the head of dept, solid line to CFO

CFOs tend to be not the most likeable characters. I've never worked with one who was the life and soul of the party, or the nicest individual - and I've worked in a lot of places. That said, I'd rather them be a pr*ck than be incompetent - like Collins is coming across as being.
If you know the CFO isn't going to miss anything, you'd be far less likely to even try these sort of things.
