To be fair, the CFO doesn't need to see or authorise every credit note that's issued, that's up to various department managers but there is usually criteria and ceiling amounts attached.
Maybe he inherited sloppy procedures or processes but he's there since 2020 so plently of time to have a full review of how things were done in a publicly funded organisation.
