For me, the report is silent as to why the under the counter payment was routed through a barter company - at some additional cost to RTE. That's an area I'd like to see some answers to

Noel Kelly needs to be thoroughly questioned. He's the elephant in the room with all the payments info, who sought what etc.
Aware of the deal, but crucially (for them), unaware of the underwriting of the deal by RTE (which is the questionable bit).
The statement is basically saying that many people knew a few things, but only Dee Forbes knew enough to know something was wrong.
So the Commercial Director Geraldine O’Leary* knew about the payments, but didn’t know the details.

And his agent didn't tell RT that he insisted RTE underwrite the extra payment if the sponsor bailed? That he didn't tell RT he chased RTE for the money when the sponsor did indeed bail? The extra money was paid separately, RT knew when it was paid FFS.

I don't think it'll wash this time. Too many politicians etc are calling for an independent investigation. Dee Forbes might not go gently into the good night. She has nothing to lose now.

The who and the what have been addressed but not the why. Why did they consider RT so special that they created this special arrangement for him.
According to that he came in after these agreements, and it was his predecessor who retired in 2020.

The timing of everything involved in this debacle seem very deliberate to me. Time to get the ducks in a row, time to call the GP and get a diagnosis, time to leave the LLS, time to allow D4 leave, time to let D4 resign and get an anxiety based illness, and time for the Board to lay it all at D4's door.
I am not one bit happy that the Board has relinquished any responsibility for this. Snow job almighty to me. They shudda, wudda, cudda, DID know, otherwise what is the point of them?
That is the bigger scandal.
Report says that Tubs wasn't aware of the credit note arrangement. Really a matter for his agent to get him the best payments from various sources. I believe that he didn't take much notice of where his monies were coming from especially as he was earning a fair bit.
