Does anybody know the current remote working and flexi accrual policy in the Department of Rural and Community Development and the Department of Housing and Local Government?
It’s effective from 1st June 2023 so whenever the next leave year starts. I’m surprised it wasn’t even mentioned in passing in the recent forsa bulletin.
So if I’m in leave year 3 this year but I get 30 days annual leave this seems to imply I can carry 10 days as the 3 year rule is now gone?
There was a second document with transition arrangements. From my reading of it, you finish out your current year under the current rules, so you still can't carry out of year 3
The year 3 rule from revoked circular (27/2003 – Annual Leave) will apply to this cohort. Therefore, there will be no impact on this group as a result of the transition to the new circular rules, ie; the only leave that can be carried over will be any non-statutory leave accrued during the current year. Given the revoked circular rules which apply for those currently in year 3, carryover of non-statutory leave accrued could only happen if previous carry over is forfeited due to the old sequencing model.

If everyone had that attitude, we would not currently have career breaks, shorter working year, worksharing, or flexi-time, parental leave, paternity leave, or maternity leave. Or any married women working in the civil service.
According to last October's survey here:
DCEDIY, Envronment, Foreign Affairs, Health, DPER, DSP, Transport, the OGP, Revenue, the CSSO and the PRA all let you build up flexi when WFH.
The ones that don't (or didn't):
The CSO, Agiculture, Finance, Housing, Justice, DPER, DSP, NSSO/Peoplepoint, the OPW and the PRA.
Yes, there is crossover between those two groups... /shrug
This was October, when not all departments actually had policies in place, so things may have changed since.
Last October's survey (so current situtation may have changed):
Housing had three respondents in the survey. Blended working offers either 2 or 3 days WFH, the rest in office. One said you can't have flexi if you have blended working, one didn't know, one said you can work up flexi while in the office (so 3 different answers!)
R&CD only had two respondents: One responded that up to 3 days WFH is available, and you can only work up flexi while in the office. The other said their policy wouldn't be out until 2023 so didn't know.

Whoever replied from DSP saying they could accrue Flexi while WFH, was one of the chosen few. Last September, when blended working formally started, DSP staff were told that if you're WFH, you can only accrue Flexi on the days you're in office. However, they were also carrying out with a trial with 10% of the WFH people being allowed to accrue Flexi at home. I have asked who the chosen few are, why they were selected for this (seemingly open ended) trial, when the trial will conclude and if it's possible the rest of the staff who WFH will be offered the same access to Flexi accrual when the trial finishes? The response, silence. This is partly why I was asking about the policies in the other 2 departments. Mobility is currently an option for me, so it's worth considering.
Yeah, I think I will, especially given what @rostalof has said. That's a bizarre situation. Have you considered asking through the union? Or putting in a Freedom of Information request on it? Because it does seem like a handy little scheme if you're one of the chosen few, there...

Definitely I think one question should be what Departments allow flexi accrual while WFH, as it seems to come up a bit.
Just came across an email from FORSA from last week. So it turns out that it's not 10% of the WFH cohort, it's 10% of the Department's head count. This the latest from FORSA on it.

Some people think it can be abused. But that's a whole different argument.
And I suppose some do but I think give it to everyone and if people abuse it then up to managers and local hr to sort it.
Certainly ways to manage it. But this way they don't have to.

Interesting. Forsa really need to be pushing for depts/offices to actually make decisions on this and stop hiding behind the "trial". There need to be consistent and objective criteria and an appeals process for particular roles/areas denied WFH and/or flexi accrual while WFH.
Nothing on this from Forsa on the national level at all afaik.
Does anyone know if clerical officers are entitled to blended working currently in the Department of Education and how many days would you be working from home? Also, would it be straight away? Thank you.
In my section of the D.O.E you are entitled to 3 days WFH from the outset or you can choose to go in 5 days and avail of Flexi. If you want to P.M me you can if you have any more questions 👍
Also - that bulletin was circulated within DSP only. Maybe the idea is that if staff in depts/offices with archaic management don't know how it's implemented elsewhere then they won't feel so hard done by...

Nope it's 5 days in and Flexi or no Flexi at all at present.

PER is 3 in office, 2 from home and I think Finance is the reverse.
No clue on the other, I'm afraid.
D/ETE you can WFH up to 3 days, and flexi is available and you can work up hours while WFH. (That was in their pilot scheme, don't know if it's still the case).
