If Astus is invoicing RTE, they're providing goods or services. If they're providing goods or services, RTE are required to go through a procurement process to ensure that they get best value for money.
I understand RTE sold to the UK-based agency (Astus) unsold advertising slots at a cut rate. (Astus would therefore be clients of RTE so a procurement process would not apply). Astus would then flog off these slots and try to make a profit. This is apparently a common practice for unsold advertising and nothing unusual. The issue is that RTE arranged for NK to invoice Astus for unspecified "consultancy services". RTE even told NK not to put anyone's name on the invoice !! RTE then credited Astus for the amount it paid to NK through its barter account.
This is blatant corruption.
To think there are people on here still defending this and calling it a nothing burger!

Indeed. I have little faith that any external Govt pressure will sink RTE. A few toothless PAC show trials arent going to make Dee Forbes et al loose any sleep. It's the internal strife coming from the vast majority of RTE staff that are working hard for buttons, which will cause the biggest problem here.
I can imagine what Tubridy's crew are thinking. In early every morning with the homework done for His Eminence to make him look good, putting in a full day every day at the office only to watch him stagger in at 20 to 9 and rush out the door after his coffee at 10.30! And all for a fraction of his salary.
This is what's going to be the clincher.

The danger for Tubridy and the gang in RTE who facilitated all this is that the journalists and other staff in RTE had to take paycuts. They are seriously angry and they may not be in the mood for taking prisoners. If they are to have a job in the future, when RTE is either broken up or reconfgured, they have to do a good job of investigating the practices and kickbacks. If you watch some of the interviews from RTE staff (rather than the "talent"), they were seriously angry because they've been played like chumps and services have been underfunded or cut while the RTE "personalities" and mismanagement got payrises.

Interesting that they detail the individual company for each of the big contractors. Does this mean that NK is paid directly by the individual, and not paid directly by RTE?
He seems to be the only game in town operating at that kind of level, so I'm not sure they have a whole lot of other options. There was some talk that perhaps RTE would be forced to NOT deal with NK or any agent, and to only deal directly with the individual, which could be a real game changer.
Listened to BoC's newspaper slot this morning. They had a media lawyer on who explained the ins and outs of the barter account system which seems to have become common over the last number of years. Basically in this case, it amounted to Tubridy giving exposure and airtime to companies in exchange for freebies and crisp €50 notes.....
And I always wondered why the Late Late Show had devolved into a glorified QVC with Tubridy rushing through interviews in order to swivel to camera and peddle the next cheese hamper, craft beer selection or hotel getaway.

The local post man know who he is delivering to. An Post have no up to date data base on who lives where. Even if they did technically they could not cross reference it for the TV licence as it's a complete different entity.

Particularly the ones who have already retired, but can't seem to be kept out of the place. Gaybo was around for decades post retirement, and they've commissioned Sean O'Rourke to do a podcast series, even after everything that happened with Golfgate. The only way to get kicked off the list seems to be to move to one of the independent stations.
If RTE is making payments to an agency, surely they should have gone through some kind of procurement process to ensure that they got an agency that provided proper value for money. What's the chances of that having happened in this case?

This is true, An Post move HQ recently here's the would be DG of RTÉ on the morning of the released info
I will repeat that An Post do not deliver to Eircode only on an envelope addresses. You still have to fully address a letter or parcel to get it delivered.
An Post has still not enabled Eircode on its system. I have seen in media reports that An Post TV licence system is completely antiquated. It's on a very old data system.

I've said it before around here, the contractors were always going to be RTE's Achilles heel and had the potential to bring down the house of cards - it's fantastic watching it happening right in front of us and the squirmfest that ensues
It's incredibly serious in many ways and not just careers falling. Some of the players (depending on how deep and how far back the investigation goes) are in deep deep sh!t.
Myself and lots of others around here, have been relentlessly questioning the relationship between RTE and Noel Kelly to the extent that there were letters written to sitting TD's asking that this be looked into - to no avail, with emails ignored. We had to assume that the TD's were afraid of poking the bear.
Finally, the grubby little arrangement is about to be uncovered with the excessive greed being the cause - the greedy bastards weren't just happy with massive fees/commission's for FA work, but explored and found other ways to get more and more
