Sounds absolute whitewash. The only thing I can think of is there might be an "end of tenure" lump sum, a pension contribution, or something like that payable to her, which might be withheld pending....
On another note, I may be wrong, but I would have thought that the so called "stars" would engage the agent and pay them for every gig they get for them. What role would RTE have here other than contacting the agent looking for someone for X Y or Z.

I dont think collapse but government could restructure it into two entities, a fully license fee funded state news service subject to civil service pay scales and a commercial entertainment entity that would need to compete for public funding of projects.

The problem I have with this is that organisations generally use contractors as it suits the organisation in respect to keeping official headcounts down, not having to pay for holidays, sick leave, pension payments and primarily the fact that they can generally very easily let contractors go without any redundancy.
You'd find that contractors were generally paid more than permanent staff that were on the books because they wouldn't have security of tenure, pensions, paid leave and all that goes with a permanent gig so I don't buy that these contracts actually save the organisation money or are any more efficient than other methods of payment.
In the instance of RTE, to me it look as if the organisation gets absolutely NO benefit from using contract workers. They rarely let contracted staff go (at the level we are talking about), there is no accountability whatsoever. The contracts SUIT those getting them but not the organisation - it really is a a cosey cartell.
They weren't able to square it because in a barter account there needs to be something on the other side to balance the books. Without the credit for the commercial partner on the other side, the account was out.
There’s one comical aspect of this , the sponsor was offered a deal involving having tubridy for promotional appearances and they pulled out at the first opportunity
