The Americans said 18 months at least to train pilots and the essential ground crews to maintain the f16s , what's the current maintenance ratio 30 hours maintenance for every hour flown ,and that's it's there isn't any kind of delays or bottlenecks,but no one currently knows what or who's training,

That's averaged over the lifespan. It doesn't mean after each 1hr flight it's grounded for 16 hours servicing between sorties.

18 months from scratch... 6 months usually for F-16 conversion training similar for ground crews.... Romanian's and Polish programs were total about 12-18 months as they included preliminary fighter training on other types (T-38 etc...), English language program, time off to go home, and advanced warfare tactics after the conversion course

Which is likely going to happen with Ukraine too ,they will be leaning Western aircraft and tactics and maintenance on Aircraft they have never operated before,not pilots and maintenaners who have operated similar western Aircraft since they graduated from flight academies

By any objective measurement Ukraine are doing very well at the moment, I really think the naysaying has a lot to do with the culture of instant gratification combined with as O'Brien says, a lack of understanding.
Prigozhin's rant is really quite telling, even though he is obviously exagerating (it's highly unlikely Ukraine are in Sadove.... yet) the increasing Ukrainian attacks on Russian logistics have to be having a big effect on the state of Russian combat abilities.
The Russians also appear to be using their reserves trying to stop Ukraine at the front line instead of waiting behind their fortifications (maby Putin has a "no step back" doctrine going) consequently getting heavily attrited in the open, while the main Ukrainian force hasn't even come into play yet.
