There's something in it for Lukashenko by having nuclear weapons on his soil. It implies an extra level of danger of the people ever try to rise up against him. I read the Ukrainians are restricting the river flow further upstream at another dam. This is only getting drier for now. I'd love to think they've adopted quickly and have some sort of move planned. At the same time Russians have moved more troops from Kherson to Zaporizhia so are they discounting something happening here?

So the US can detect the infra red signature of an ICBM or a SLBM. There is no way of knowing what its target is, other than a general direction. So using any large delivery systems would cause the US to face the risk that its aimed at them.
If Russia were to use a nuclear weapon on Ukraine it would likely be a short range ballistic missle like Iskander or even a bomb dropped from a plane. These can be shot down.
Its also difficult to see what tactical targeta he would aim for. Ukrainian armed forces are spread out and near the Russian troops. With poor records for accurancy, anything could happen if he tried it.
But yeah, the nuclear threat only works if people believe you will do it. I dont think anyone thinks Putin actually will do it anymore.
