There's zero chance that Lukashenko will have control over any nuclear weapons placed in Belarus by Russia. Those ground-based weapons could just as easily be launched from Russian soil if needs be. This is simply a move to further subjugate Belarus by Russia.
Might not be such an issue in defence. Russians have a habit of digging in their tanks so no need to move them much.
