The Russians don't want to negotiate because they have the deluded belief they can still win, they can't. The west has invested too much political capital for that to happen . When the Russians finally accept they can't win watch their stance change on negotiations. Sergei will probably say they retreated as a good will gesture to facilitate peace talks as the Ukrainans tanks roll up to the Russian border.

Waste of expensive cruise missiles and rockets
Easy to repair, but equally easy to break again in a new place each time they repair it. Impossible to protect rail line across land containing just a handful of people who disapprove of what you are up to. Easier to protect a bridge, and more essential to protect it.
For as long as sabotage can keep breaking the rail lines the better as it keeps the line out of action each time.

They have been targetting railway station and hubs and warehouses near raillines. Unfortunately railway line logistics is one thing Russia actually do well.
A damaged piece of rail line(assuming its not part of a bridge) is relatively straightforward and quick to repair and not worth using a 200k missile to attack. So I wouldn't count on this disrupting things for very long unless the damage is extensive. But even a few days delay at this crucial moment could make a big difference on the frontlines.
As Valeyard said, also tracks are very easy and fast to repair and the Russians are particuarily good at it, so it's a serious drain on limited resources.
Rail bridges are another thing though.
Possible it's a job that partisans are able to carry out since its low security and easy to hide.
Hitting military bases needs larger fire power and more precision strikes.

The second one doesn't look like a bridge so the Russians being good at railway repairs should have it fixed quite quickly, we just have to wait and see if anthing else happens, but the 2 incidents do seemed tied together.
This is a big deal folks. Russian supply and logistics is now going to be seriously hammered. Do not be surprised if Russians are forced to relocate to areas better equipped with resupply and support.
Could also make Melitopol much harder for the Russians to keep.

Russia has already been effectively surrendering territory they view as legally theirs. In September, Russia officially claimed annexation of the Kherson oblast, among other oblasts, even though, to my recollection, they did not hold the entirety of a single one, and then even withdrew from a part of the Kherson oblast territory that they did hold.
If Russia can withdraw from territory they claim is theirs, or claim territory that they never occupied in the first place, then it stands to reason that they could withdraw from the entirety of Ukraine and still claim part of the country or the whole lot of it and have this be logically consistent in their minds. Not that this would matter if they lacked the resources to make any subsequent incursions.
Well here it is. Things could start to get interesting on this front (and I mean "front" as in military). 😉
I’m case people don’t know they will never withdraw because they “legally” can’t. During the fascist takeover of the Russian constitution in 2020 it was amended in that they cannot surrender Russian territory to a foreign power and they view Ukraine as legally theirs
