They haven't said no, they said during the week a solution hadn't been agreed upon yet.
I'm sure the west have a decent idea seen as they have a Torn-MDM in the US that the Ukrainian's captured last year.
There has always been rumours that the implementation of AES256 on certain Motorola's(commercial not Governmental) was a little suspect, and were weak to side chain attacks, it will be interesting to see what comes out of the wash from it.
Most are just Motorola DMR radios with the AES256 licence, so not exactly hard to come by.

Certainly Ukrainian sources speaking to the Financial Times would indicate that they have almost completed the Capture.

From what I see, Norway signed a deal last November with Romania to sell 32 used F-16's to Romania.
It sold 32 F-16's to Draken International who currently have 24 F-16s on its books.
The Netherlands seem the most likely to give them F-16s, they have 24 of them, which will be replaced by the F-35 from next year.
Belgium is replacing their fleet of F-16s with F-35, with the first coming this year. From Wikipedia they have 53 F-16 in total which includes 8 trainer aircraft. 34 F-35s are on order.
So between the Dutch and Belgiums they have 77 F-16s between them, which are surplus to requirements. Add in 24 from Draken which mighe be leased or sold, you get to 100 F-16s
Of course, there are loads of F-16s around elsewhere, the US alone have 800 of them, most of them in storage not really used all that much.
It could well be the Dutch and Belgium breaking the dam in giving them F-16s with some other countries following suit as a form of a coalition like we saw with the tanks.
Will see over the next few months more details and horse trading about who gets what. Remember, the US could always give other countries some more F-35's as a way to release F-16's.

The Czech president has said they were looking into sending their L159 light attack aircraft , while not as sexy as the previous claimed Aircraft going to ukraine A10 definitely going according to posters on here,F18s definitely going according to posters on here , and now F16s might go but not in a few weeks or months, possibly 3 years away.
With our history it's easy to see why this is a good mission fit

Let's face it, the west would look pretty foolish getting US approval, then training Ukrainian pilots and not giving them F16's.
This is what the UK have said training new pilots to operate aircraft in the future not the the new few weeks or months as predicted on here,
The biggest issue there is multiple different aircraft with different training qualifications,and that before you get to the logistics and building facilities and maintenance systems for each different aircraft types,but as above none of the countries who operate mirage,f16,F18s have committed to sending any of the above the countries involved have all come out and say no we're not sending our jets ,
You talking about high complex machines that require a lot of training to operate effectively and maintaining these machines is highly complex you cant drop them in and say there you lads to go shoot down some Russians

Or possibly mixed squadrons ? So a mix of older typhoons , mirage , f16s and f18 , all playing to their own strenghts rather than a one plane does everything?
