If the GPS is being spoofed, there's no reason why it would fall back on to INS. If it's being jammed, then you would expect it to fall back onto INS.
Some of the articles mention that the US are looking to tweak the software. Could possibly give an option to disable GPS prior to launch (if Ukraine know Russia are spoofing GPS at a target location) or if the GPS location jumps by a certain distance to ignore GPS and go to INS instead etc... I'm sure there's plenty of ways around it.

Russia are using a range of electronic warfare systems in Ukraine, this includes GPS jamming, spoofing and also hitherto-unknown attacks. Newspapers are likely to lump them all under GPS jamming.
In theory the Western guided munitions should indeed fall back to inertial guidance and still perform pretty well, as you say. It's seemingly not happening though, going by articles that have appeared in Western news sources. CNN had five sources (US, UK, Ukraine, etc) saying the same thing, that precision munitions were becoming less and less effective due to Russia's EW.
The Pentagon leaks said something similar. One slide said they (SAG-U) had medium to high confidence that 44% of weapons for a particular strike missed due to GPS jamming.
Without more info we can only speculate at what is happening and how they are being so effective.

Think many first of all misunderstands the accuracy of the himars missile and what gps jamming does to it
Himars rockets are INS/GPS guided,meaning inertial guided with gps assistence,with gps it can hit a target within 5 meters or less,without it its probably reduced to 20-30 meters,depending on the inertial guidance system,if it uses kalman filter etc.
With M31 with a high explosive rockets this is a problem if you want to hit a building close to others,say a ammo depot in one building close to others,same goes for JDAMs
With M31a1 rockets,ment for soft targets and light armoured vehicles,and have 180000 tungsten balls that spreads out over 4 fotball fields ,not so much.

We did, which gives me some hope. Don’t get me wrong, if this is a bug out I’m delighted, but I’m wary. The Russians have a lot dimwits in their ranks, but they might have a couple of sharper minds who want to throw the AFU’s strategy with some clever situation theatre.

Not sure about the source on that but goodwill gesture? I think not. Zaporizhzia area is being evacuated according to the news so it's possible the reactor there has finally reached a state thay has the Russians bricking it. Power plant is only about 90km from Melitipol.

Melitopol is hugely important in the big scheme of the war and coming counter offensive,if you cut off and take Melitopol you cut the Russians vital landbridge,you also split and isolate forces in Mariupol and weaken the ability to hold Kherson and Zaporizhzhia.
