Russia are using a range of electronic warfare systems in Ukraine, this includes GPS jamming, spoofing and also hitherto-unknown attacks. Newspapers are likely to lump them all under GPS jamming.
In theory the Western guided munitions should indeed fall back to inertial guidance and still perform pretty well, as you say. It's seemingly not happening though, going by articles that have appeared in Western news sources. CNN had five sources (US, UK, Ukraine, etc) saying the same thing, that precision munitions were becoming less and less effective due to Russia's EW.
The Pentagon leaks said something similar. One slide said they (SAG-U) had medium to high confidence that 44% of weapons for a particular strike missed due to GPS jamming.
Without more info we can only speculate at what is happening and how they are being so effective.
In Syria the Russians were able to disrupt C130 specter Gunships targeting and gps systems while trying to provide cover to US special forces on several occasions.

If the GPS is being spoofed, there's no reason why it would fall back on to INS. If it's being jammed, then you would expect it to fall back onto INS.
Some of the articles mention that the US are looking to tweak the software. Could possibly give an option to disable GPS prior to launch (if Ukraine know Russia are spoofing GPS at a target location) or if the GPS location jumps by a certain distance to ignore GPS and go to INS instead etc... I'm sure there's plenty of ways around it.

The current situation in Ukraine is largely due to decades of the west not responding to provocations and turning the other cheek every time. You'd think the lesson might have been learned by now.

It could be a simple software issue for what we know
And if they dont use kalman filters,its most likely even worse accuracy then predicted.
Russians have been known in the past to jam even civilian airliners in Finland in the past,but they also have backups.
I dont know how they work againt spoofing though,but thats also easily adjusted to software

Which ever explanation turns out to be the correct one, it sure as hell will not calm the nerves of Russians in any part of Ukraine, never mind Melitopol. Throwing away passports and changing out of uniforms etc, is one serious step to take under any circumstances.

This happens all the time. Reports of Russians looting and leaving a town. It's not a withdrawal though, it's simply a rotation of a new unit into an area.
Why would any Russia appreciate a man who has stolen their national recourses and enriched himself? Russia is one of the most corrupt countries in the world. It is in decline, it is a poor country, with an economy about 4 times that of Bangladesh. A GDP of about $12,500 while the super rich live have everything. Putin could have made it a rich country but instead of investing in his people, he and his friends have stolen as much as they can. Why would anyone appreciate that?
